The Hill’s 12:30 Report: Ryan ruling out 2016 bid | Senate GOP leadership shake-up ahead? | Trump, Clinton win Missouri (a month later) | Free ice cream cones at Ben and Jerry’s today
BREAKING – RYAN RULING OUT 2016 BID: Via The Hill’s Cristina Marcos, House Speaker Paul Ryan (R-Wis.) will hold a press conference at 3:15 p.m. EDT to (again) definitively rule out a White House bid this year. “He’s going to rule himself out and put this to rest once and for all,” an aide said. http://bit.ly/1UYKPWi So, he’s running, right? 😉 Sorry, had to.
THE LATEST – HERE’S WHY THE PRESSER IS NECESSARY: With all the talk on whether Speaker Paul Ryan (R-Wis.) would run for president, The Hill’s Bob Cusack and Ian Swanson explained the feeling on Capitol Hill and why it would have been extremely tough for him to pull it off, even in the off chance he wanted to. “It could be virtually impossible for a third party to sweep in and become the nominee and then win over the Cruz and Trump crowds. The backlash would leave lasting political scars that could hamper a bid down the road.” http://bit.ly/1VjIYv1
It’s Tuesday, and today marks the one-year anniversary of Clinton launching her presidential campaign. Anyone else think it feels vastly longer? I’m Cate Martel with a quick recap of what you missed this morning — and what’s on tap for the rest of the day. Send comments, story ideas and grilled cheese recipes to cmartel@digital-staging.thehill.com, @CateMartel and on Facebook.
{mosads}NEW THIS MORNING: TRUMP, CLINTON OFFICIALLY WIN MISSOURI, BOTH BY ONE-FIFTH OF A POINT: A month after voters cast their ballots in Missouri, the results have been made official. On the GOP side, Donald Trump beat Ted Cruz by just 0.2 percentage points (!). Trump will receive 25 delegates, Cruz will take 15, and John Kasich will receive 0. On the Democratic side, Hillary Clinton also beat Bernie Sanders by 0.2 percentage points (!!). Each candidate will take 34 delegates. http://politi.co/23rFsUh
NEW POLL: CLINTON, TRUMP LEAD IN NEW YORK: One week out from the New York primary, Clinton is leading Sanders by 13 points in N.Y., 50 to 37. http://bit.ly/1N6gItd On the Republican side, Trump has a whopping 43-point lead in New York. Trump has 60 percent support, followed by Kasich at 17 percent and Cruz at 14. http://bit.ly/25X0Y1Z
TERM LIMITS: THERE COULD BE A POST-ELECTION SHAKE-UP IN SENATE GOP LEADERSHIP: Via The Hill’s Alex Bolton: Anti-establishment fervor roiling the presidential race may soon tumble the Senate Republican hierarchy. How so: Several lawmakers claim that under Senate Republican Conference rules, three of the five top-ranking leaders must step down from their posts after the election. Who could benefit: Sen. Mike Lee (R-Utah) wants to move up the ranks and is making calls to colleagues about running for the Republican Policy Committee chairmanship. http://bit.ly/25WTLyO
NEW DEVELOPMENT: FreedomWorks, a leading conservative advocacy group, is backing Lee in his bid for Senate Republican Policy Committee chair. http://bit.ly/22rA3XE
THIS WAS FUN, BUT I DON’T WANT MORE: Sen. Chuck Grassley (R-Iowa) met with President Obama’s Supreme Court nominee, Merrick Garland, this morning and had a “pleasant” meeting but said that it didn’t change his mind on opposing any hearings this year. http://bit.ly/1VR0Wny
IOWA CAFE’S REAX: Via The Huffington Post’s Jennifer Bendery: An Iowa cafe changed its menu to call out Grassley for his refusal to support hearings for Garland. “Diners at Ritual Cafe can now order a ‘Justice Delayed Bowl’ of steamed eggs, roasted red peppers, Kalamata olives and feta cheese. Or how about ‘Garland Granola,’ yogurt topped with hemp nut granola? ‘Confirmation Coffee’ is a must, obviously. The full menu is here. http://huff.to/25XaP83
I APPRECIATE THIS KIND OF SELF-AWARENESS: If you get to an error page on Clinton’s campaign website, it shows a gif of her struggling to use her subway card in New York City. It’s pretty funny. http://hrc.io/20y06Ns
IN LOCAL NEWS: A BODY WAS FOUND IN GEORGETOWN: Via ABC7’s Jeff Goldberg, a body was found in the Georgetown C&O Canal this morning. While police investigate, 31st street is closed between Wisconsin and Water streets. http://bit.ly/1qG2k0I
TALKED ABOUT ON SOCIAL MEDIA: U.K.’S PARLIAMENT, KILLIN’ IT AS USUAL: Chaos broke out in the U.K. Parliament after a member called Prime Minister David Cameron “Dodgy Dave.” He was kicked out. This video is worth watching. It’s fascinating. http://bit.ly/1VjPa6d

“THE MOST CONTROVERSIAL BAGEL IN BROOKLYN”: The famous rainbow bagels in Brooklyn are causing quite the stir. The Washington Post’s Roberto A. Ferdman explains the tension. “The dye-infused treat, whose dough resembles Play-Doh more than it does something edible, is the antithesis of the organic-eating culture that courses through the veins of so many who live in the area.” Sure, we won’t be seeing them in Whole Foods anytime soon, but they’re beautiful. http://wapo.st/1SZKtes
