Outgoing Speaker Paul Ryan (R-Wis.) on Wednesday will deliver his farewell address at the Library of Congress at 1 p.m.
Ryan is retiring from the House next month after opting to not seek reelection. He joined the House in 1999 and has served as Speaker since 2015.
