While John McCain accuses Barack Obama of breaking his word on public financing for the general election, the Republican is the one who broke the law when he opted into the public financing system for the primaries and then exceeded the system’s spending limits, writes Josh Marshall. While McCain’s campaign has said that it opted out of the system, Marshall writes that it can’t leave unilaterally.
