Furthermore, failure to include border adjustment provisions in the ACES Act will undermine the goal of reducing greenhouse gas emissions, by shifting demand to foreign products made in countries that have not adopted regulations to limit emissions. If we are to succeed in taming global climate change, halting job losses, and safeguarding America’s independence, Congress must make sure that any climate change legislation provides a level playing field for manufacturers.
