Congress Has No Business Setting Tour of Duty Mandates (Sen. John McCain)
As soon as Congress starts setting times and dates of tours of duty you will have chaos within the personnel system, and clearly nowhere does the Constitution give those kinds of authority to the Congress of the United States.
