Committee approves rule for debt-ceiling deal

The House is expected to take up the rule sometime this afternoon, and then debate the bill and hold a vote in the early evening. The House is expected to vote on the measure before the Senate.

In the Rules Committee meeting today, Chairman David Dreier (R-Calif.) said the usual GOP rule that bills must be made public before they can be considered on the House floor is not being violated, even though the text of the deal was only made public Monday morning.

Dreier said the text is being considered as an amendment to S. 365, the Education Sciences Reform Act. Because it is an amendment and not a bill, Dreier said, it does not violate the three-day requirement.
