House GOP to push REINS act next week

The bill would require congressional approval of all executive branch regulations before they take effect, if they are seen as major rules. Major rules are those that would have an annual effect of $100 million or more on industry, lead to major cost increases, or have adverse effects on employment.

The bill does allow a major rule to take effect for 90 calendar days if the president determines that it’s necessary for reasons related to imminent health or safety threats, the enforcement of criminal laws, national security or to implement an international trade agreement.
