House approves ‘same-day’ rule allowing fast work on spending bill

While the House is now procedurally prepared to act quickly, members still need a substantive bill to work on, which had not been unveiled by the late afternoon. As a result, members were expected to resume work on H.R. 2401, the Transparency in Regulatory Analysis of Impacts on the Nation (TRAIN) Act.

The final continuing spending resolution is now expected to attract more Republican votes than Wednesday’s bill by cutting funds for a Department of Energy program that lent funds to Solyndra, the solar-panel company that has been raided by the FBI and is at the focus of Republican investigations.

Other than that change, the bill is likely to be substantially similar to the one that failed Wednesday. That bill added $3.65 billion in funding for the Federal Emergency Management Agency (FEMA), less than half of what Senate Democrats are seeking.
