Trade bills up in the House next Wednesday
Under the rule, each agreement would be debated for 90 minutes. It also gives the minority a chance to make a motion to recommit the bill implementing the Colombia agreement, H.R. 3078, but not the others.
H.R. 3079 is the Panama agreement, and H.R. 3080 is the South Korea agreement.
The rule also allows for one hour of debate on H.R. 2832, which would reauthorize the Generalized System of Preferences (GSP) program and the Trade Adjustment Assistance (TAA) program. Approval of TAA, which offers benefits to workers who lose their jobs due to trade, was part of the agreement between Republicans and Democrats that allowed the Obama administration to submit the three FTAs to Congress for passage.
