House approves rule allowing Wednesday vote on debt ceiling resolution

Specifically, the rule speeds up the process under which members can consider the resolution. Under the BCA, the failure of relevant House committees to report the resolution within five days after it was introduced means the resolution is automatically discharged.

{mosads}But waiting for that automatic discharge to happen would push a vote to later in the week. In addition, House committees had no plans to speed up the process by voting on the resolution.

The rule gets around this problem by simply allowing a House vote Wednesday, which will allow members to again return home to their districts Thursday and Friday.

While the BCA is very specific about the process for considering the resolution, both the House and Senate are permitted to make changes to these sorts of rules. House Democrats made no argument against the change allowing for an earlier vote this week, and the rule was voice-voted in the Rules Committee, signaling that the Democrats were on board with the change.
