The House will also take up a bill to extend federal highway programs for another 90 days. After spending the week trying to move an extension under a suspension of House rules, requiring a two-thirds majority vote, Republicans on Thursday will bring up the bill under regular order, which means only a majority vote is needed.

{mosads}In choosing this path, the House will dare the Senate to ignore the three-month extension and let federal highway authority expire on Saturday. Senate Democrats have railed at House Republicans for failing to take up a Senate-passed bill offering a two-year extension.

The Senate will likely consider how to react Thursday afternoon, after a planned 11:30 a.m. vote on a motion to end debate on S. 2204, the Repeal Big Oil Tax Subsidies Act.
