House: No recreational upgrades for detainees at Guantánamo

— John Sarbanes (D-Md.), aimed at promoting greater compliance with sourcing laws.

— Tony Cardenas (D-Calif.), requiring the Department of Defense to include management of cyber operation forces in a comprehensive DOD mission analysis of cyber operations.
