Tuesday: Energy in the House, Defense in the Senate

The House meets at 10 a.m., and in the afternoon it will consider a rule for two energy bills that it should be able to pass this week.

One is H.R. 1965, the Federal Lands Jobs and Energy Security Act, which sets a 60-day deadline by which the government would have to approve drilling permits on federal land.

{mosads}The other is H.R. 2728, the Protecting States’ Rights to Promote American Energy Security Act, which is meant to blunt federal rules on fracking.

After the rule passes in the afternoon, the House will debate H.R. 1965, and then consider up to eight amendments that were made in order. Votes on those amendments, and the final bill, are expected by the early evening.

Members will also consider S. 1545, the PEPFAR Stewardship and Oversight Act, which would extend federal HIV/AIDS programs. The Senate passed this bill Monday night.

The Senate starts at 10 a.m., and will continue work on the National Defense Authorization Act (NDAA).

On Monday, the Senate voted 91-0 in a procedural vote, and the Senate is expected to take several days to consider this bill. Republicans on Monday called for an open amendment process, which could open the door to a lengthy process that allows members to bring up issues such as sexual assault in the military and policies related to Syria, Afghanistan, and NSA surveillance.
