So far leaders have made no procedural plans to move the bill forward and the Senate is planning to take Wednesday off in order to accommodate a Democratic senatorial retreat.
Sen. James Inhofe (R-Okla.) was one of the few to take the floor on Tuesday. As the ranking member on the Senate Committee on Environment and Public Works he promoted the highway bill saying that although he generally opposes big government spending he believe infrastructure and defense are the two most important application of federal dollars.
