Thursday: Senate votes
Both of these votes are on motions to proceed, and if either or both are passed, further consideration would take place next week.
At 2:15 p.m., the Senate will resume debate on H.R. 674, the bill repealing the 3 percent withholding rule. Before voting on final passage today, the Senate will vote on two amendments.
The first, from Sen. John McCain (R-Ariz.), would add GOP-favored language that repeals the healthcare and Dodd-Frank laws, and in several ways would ease federal regulations. Passage will require 60 votes, and passage is not expected.
The second, from Democrats, would add language extending unemployment benefits for veterans and create a tax credit for companies hiring veterans. This amendment also needs 60 votes, but it’s expected to pass.
Finally, the Senate will vote on a motion to invoke cloture on H.R. 2354, which is the legislative vehicle for the Energy and Water, Financial Services and General Government and State-Foreign Operations “minibus” spending bill.
