Wednesday: House to sue Obama, Senate works on border bill

The House will vote Wednesday on the resolution authorizing the GOP lawsuit against President Obama for his use of executive action.

It will also vote on a measure, H.R. 935, which would amend the Federal Insecticide, Fungicide and Rodenticide Act and the Federal Water Pollution Control Act regarding the use of pesticides near bodies of water. The bill failed to pass Monday evening under suspension of the rules, which requires a two-thirds majority. It is now being considered under a rule requiring only a simple majority to pass.

{mosads}The House may also consider the conference report for the Department of Veterans Affairs overhaul.

The Senate starts at 9:30 a.m. and will hold its first procedural vote on an emergency supplemental funding bill that would give the administration $2.7 billion to deal with the border crisis.

Senate Appropriations Committee Chairwoman Barbara Mikulski’s (D-Md.) bill also includes $615 million in emergency funding to combat wildfires in the West and $225 million for Israel’s Iron Dome rocket defense system — making the total cost $3.5 billion.

Senate Democrats are unlikely to get Republican support to end debate on the motion to proceed unless they are able to offer amendments. The House has also said it wouldn’t accept her bill.

But before that procedural vote around 11 a.m., the Senate will hold a cloture vote on the Bring Jobs Home Act, S. 2569, which would end tax breaks for companies that ship U.S. jobs overseas.

Because Senate Majority Leader Harry Reid (D-Nev.) blocked Republican attempts to amend that bill, the motion to end debate is expected to fail.

The Senate is also expected to confirm three of President Obama’s nominations by voice-vote.
