Executive at legendary firm departs

Harlow started his own firm on March 1 and has already filed lobbying registration forms for his first client, the American Medical Association. Harlow also said he plans to represent some clients jointly with Prime Policy and has formed a strategic affiliation with Ginger Loper at Loper Consulting, who also lobbied at Prime Policy and Timmons after working in the George W. Bush White House.

Harlow’s exit from Prime Policy comes after nearly two decades at Timmons. The firm hired him after he served in the Reagan administration and the first Bush administration.

Since the merger of Timmons and BKSH, Prime Policy has become one of the biggest earners on K Street. The firm recently hired some impressive talent, such as former Rep. John Tanner (Tenn.), a Blue Dog Democrat who was a coveted recruit of the influence industry.

Charlie Black, chairman of Prime Policy, said Harlow will be missed at the firm.

“It was perfectly friendly and amicable,” Black said. “I was absolutely sad to see him go. He has been a friend and business partner for more than 30 years.

“Larry is absolutely the best when it comes to the lobbying business, so when you lose someone of that stature, it hurts,” Black said. “But we have got 25 other lobbyists here, and we are moving full speed ahead.”
