•Jonathan R. Schwantes and Margaret Jongeward Joseph have joined public-affairs firm Clark & Weinstock. Schwantes most recently served as general counsel to Sen. Herb Kohl (D-Wis.) on the Senate Judiciary antitrust subcommittee. Joseph comes from the Democratic Congressional Campaign Committee, where she was the Washington, D.C., finance director.

•Lee Godown and Jason Hill have joined Austin, Texas-based Public Strategies. A longtime chief of staff to Rep. Loretta Sanchez (D-Calif.), Godown will be a managing director in the public-affairs firm’s Washington, D.C., office. Hill served as a senior staffer to Sen. Carl Levin (D-Mich.) and spent several years at the Department of Health and Human Services.

•Aric Newhouse, a former legislative director for Sen. George Voinovich (R-Ohio), will join the National Association of Manufacturers as deputy director of the trade group’s policy division.

•William A. Signer has joined the Carmen Group as head of its healthcare and tax practices. He comes from Navigant Consulting, where he was a director in the government-strategies practice.

•Ryan Modlin, a former staffer to Rep. John Dingell (D-Mich.) on the House Energy and Commerce Committee, has joined lobbying firm Artemis Strategies. 

•Rebecca Spicer will join the National Beer Wholesalers Association as vice president of public affairs. A veteran of television news, Spicer most recently served as associate director in the White House Office of Communications.

•Victor Kamber will assume a new role as president of the Carmen Group’s coalition-services practice. He most recently served as the president of Carmen Group Communications, which he helped to form in 2005.

•Renee Cruea was named the executive director for the Academy of Radiology Research, which promotes public support for radiology research. Cruea previously served as the Academy’s director of government relations.

•Paula J. Bruening will join Hunton & Williams LLP as deputy executive director of the Center for Information Policy Leadership. Bruening most recently served as counsel to the Center for Democracy & Technology.
