•Rhonda Pointon has joined the National Association of Development Companies as vice president of regulatory affairs; training and support, which is a new position at the organization. She will represent the association in meetings with the Small Business Administration and other federal regulators. Pointon most recently worked as senior vice president of Congressional Bank and serves on the Virginia Bankers Association Retail Executives Committee. 

•The lobby firm Capitol Counsel has hired Kyle Nevins as a principal. Nevins comes from the office of House Majority Leader Eric Cantor (Va.), where he served as deputy chief of staff. In that role, he managed the House’s legislative agenda and counseled House Republican leadership, including Cantor, Speaker John Boehner (Ohio) and Majority Whip Kevin McCarthy (Calif.).

{mosads}•Michelle Greene, a retired lieutenant colonel in the Army, has joined Cassidy & Associates as vice president of the firm’s national security team. She advised the U.S. surgeon general on legislative issues and worked on strategies for engaging the Army Medical Department with Congress. Before that, she worked as an Army budget liaison to the powerful House and Senate Appropriations committees. 

•The American Bankers Association named Corey Carlisle its new senior vice president of bank community engagement. The trade group recently created the Banker Community Engagement Council, which is intended to highlight the organization’s activities in financial education, affordable housing and other philanthropic endeavors. Carlisle previously worked as the director of federal policy and government affairs for the Low Income Investment Fund. 

•Kevin J. Lipson, Stefan M. Krantz, John R. Lilyestrom and Christopher A. Schindler have rejoined the energy practice at Hogan Lovells. The four have experience representing and providing counsel to the energy sector on complex regulatory issues.

•Rick Wiley and Ashley Walker have joined Mercury, a national public relations firm. Wiley served most recently as the political director of the Republican National Committee, while Walker worked as the Florida state director for President Obama’s 2012 campaign. Wiley has become a managing director in the Washington office, while Walker will work as the managing director of Mercury’s activities in Florida.
