• AEROSPACE: The Cohen Group, headed by Clinton administration Secretary of Defense William Cohen, has registered Lesley Kalan and Franklin Miller as lobbyists for the Alaska Aerospace Development Corporation. Kalan is a former staff member for the Senate Appropriations Committee and Miller was a special assistant to the president for national-security affairs. The group is lobbying to support a spaceport on Kodiak Island, the Kodiak Launch Complex.

The Livingston Group has registered Duane Gibson to lobby on setting up direct service to the U.S. for Virgin Nigeria Airways.

• AUTO POLICY: Phillip E. Russell, a former project director for then-Senate Majority Leader Bill Frist (R-Tenn.), has been registered by Dykema Gossett to lobby for Colorado-based Sturman Industries on advanced automotive technologies. Sturman has been selected by the Department of Energy to partner with several automobile and off-road industry manufacturers in fuel-efficiency demonstration programs.

• HEALTH: George Crawford, a former chief of staff to House Speaker Nancy Pelosi (D-Calif.), has been enlisted to lobby for the Planned Parenthood Federation of America, according to Senate records. Crawford works for King and Spaulding LLP.

• MEDICINE: The Alliance for Biosecurity, which represents several pharmaceutical and biotechnology companies, has hired several lobbyists at Drinker Biddle and Reath to lobby on efforts the Department of Homeland Security is undertaking to develop a “bioshield” to safeguard against a pandemic flu virus and other infectious diseases. 

• PUBLIC LANDS: Former U.S. Sen. Richard Bryan (D-Nev.) has been enlisted by Lionel, Sawyer and Collins to lobby on issues related to federal lands for Suncal Copper Canyon LLC, a land developer in Nevada. Bryan, also a former Nevada governor, is a member of the executive committee of Lionel, Sawyer and Collins.

• REGULATIONS: Paul Noe, a former counselor and administrator at the Office of Management and Budget (OMB) and Office of Information and Regulatory Affairs, has been registered by C&M Capitolink to lobby on OMB’s risk-assessment bulletin for the Risk Policy Working Group. Deborah Atwood — a former U.S. Department of Agriculture official — and Patrick Donnelly have also been registered to lobby on the issue.
