• Leslie Norwalk, a former acting administrator for the Centers for Medicare and Medicaid Services (CMS), has returned to the law firm of Epstein Becker & Green, where she will counsel clients on health policy and payment issues.
• Robin Raphel has joined Cassidy & Associates in the firm’s new global affairs and trade consultancy group. Raphel most recently served as deputy inspector general in the Office of the Special Inspector General for Iraq Reconstruction. The former assistant secretary of state for the South Asia Bureau, she served for 30 years in the U.S. State Department.
• Sean O’Hollaren, the Bush administration’s former top liaison to the Senate, has returned to Honeywell as vice president of government relations.
• Angela Kelley has been named director of the American Immigration Law Foundation’s Immigration Policy Center. She served most recently as deputy director of the National Immigration Forum.
• Catherine A. Martin and Carolyn E. Smith have joined Alston & Bird. Martin most recently served as senior counsel with the Office of the Inspector General at the U.S. Department of Health and Human Services. She will join the firm’s healthcare practice. A former staffer and legislative counsel with the Joint Committee on Taxation, Smith will advise clients on tax-related issues, including legislation.
• Thomas C. Novelli was named director of federal affairs for the Medical Device Manufacturers Association. He most recently served as a staffer to Sen. Chuck Grassley (R-Iowa) on the Senate Finance Committee.
• Christopher A. Ott has joined King & Spalding’s government advocacy group. Ott most recently headed Kilpatrick Stockton’s lobbying practice.
• Andrew Shore, president of Black Swan LLC and a former partner at Mayer Brown, announced the merger of his company with two former Mayer Brown colleagues, Jim Jochum and Marguerite Trossevin. Black Swan will form a division of the company that handles trade, tax and health policy and advocacy.
• The American Academy of Audiology announced the opening of a Capitol Hill office.
• Rosario Palmieri was promoted to vice president of infrastructure, legal and regulatory policy at the National Association of Manufacturers.
