• Edward Long has joined Van Scoyoc Associates. He is a former majority staff director of the Senate Appropriations Labor, Health and Human Services, Education and Related Agencies subcommittee, and was legislative director for Sen. Tom Harkin (D-Iowa).

{mosads}• Steven Palmer has joined Dutko Worldwide as vice president and will manage the firm’s Colorado office. Palmer has held senior positions with the Pharmaceutical Research and Manufacturers of America and Bayer and was an aide to former Sen. Wayne Allard (R-Colo.) and former Rep. John Kasich (R-Ohio).

• Capitol Counsel has hired two new principals, Catherine Finley and Tucker Shumack. Finley was staff director for the Senate Special Committee on Aging and oversaw operations for former Sen. Gordon Smith (R-Ore.). He also was a senior health policy adviser to Sen. Olympia Snowe (R-Maine). Shumack served as tax and finance counsel to Snowe and also was an aide to Sen. Johnny Isakson (R-Ga.).

• Rachel D. Miller has joined Capitol Solutions as vice president of the firm’s energy and environment practice. Miller was director of federal affairs for BP America. Before joining the company, she was an aide to Sen. Dianne Feinstein (D-Calif.).

• Richard Sawaya has joined the National Foreign Trade Council as the new director of USA*Engage. Sawaya was with the Atlantic Richfield Company (ARCO) and was director of government and tax affairs and director of international affairs in the company’s Washington office.

• Dana Brooks has been hired by the National Milk Producers Federation as its new senior director of government relations. Brooks previously was a Capitol Hill aide for Rep. Marion Berry (D-Ark.) and Rep. Jo Ann Emerson (R-Mo.). She also served as director of congressional relations for the American Farm Bureau Federation.

• EBG Advisers Inc. and the Oldaker Group have formed National Health Advisers. The strategic alliance will offer lobbying and consulting services to companies needing to understand and affect the healthcare reform debate. Leslie Norwalk, a former acting administrator and deputy administrator for the Centers for Medicare and Medicaid Services, is strategic counsel to EBG. The Oldaker Group’s Bill Oldaker is a veteran lobbyist close to several Democratic leaders.
