•Maj. Gen. Marilyn A. Quagliotti has joined Deloitte Consulting as a senior manager in its federal government services practice. Quagliotti is a former vice director of the Defense Information Systems Agency (DISA).
•Raphael Goodstein has been hired by the Automotive Trade Policy Council as its manager of trade and legislative affairs. Goodstein previously served as the regional field director for the Arizona Democratic Party and as a legislative correspondent for Sen. Debbie Stabenow (D-Mich.) from 2002 to 2004.
•Julie A. Rochman will be the president and chief executive for the Institute for Business & Home Safety. Rochman is the senior vice president of public affairs at the Glover Park Group.
•Thomas M. Boyd will co-chair the government and regulatory affairs practice for DLA Piper along with James Blanchard. Boyd joins the firm from Alston & Bird. The new partner was the assistant attorney general in charge of the Justice Department’s (DoJ) Office of Legislative Affairs during the Reagan administration and headed DoJ’s Office of Policy Development for President George H.W. Bush.
DLA Piper also announced that Frank M. “Rusty” Conner III, David M. Krohn and Michael P. Reed will join the firm’s corporate and finance practice as partners from Alston & Bird as well.
•Kristin Brown has joined Prism Public Affairs, where she will focus on litigation communication and crisis clients. Before joining the company, Brown helped handle communications for law firm WilmerHale and Levick Strategic Communications before that. Brown got her start in the CIA’s Office of Public Affairs.
•Patricia A. Millett has been hired by Akin Gump Strauss Hauer & Feld as a partner in the firm’s appellate practice. Millett was the former assistant to the U.S. Solicitor General and has argued 25 cases before the Supreme Court.
