• Dwight Fettig, a longtime top lobbyist for Freddie Mac , has joined Arnold & Porter as a senior legislative and policy adviser. Prior to working for Freddie Mac, Porter served as legislative director for Sen. Tim Johnson. He was also Johnson’s legislative director when the South Dakota Democrat served in the House.

• Jon Godfrey, a longtime Capitol Hill reporter, has joined the Federal Policy Group as director. Godfrey most recently covered tax, pensions, student loans and the Medicare private insurance market for Dow Jones Newswires .

{mosads}• Stefan Hankin, who served as a pollster for the presidential campaign of Sen. Barack Obama (D-Ill.), has joined Widmeyer Communications as vice president and deputy director of the firm’s research and polling practice. Hankin has served as a pollster for the campaigns of New Jersey Gov. Jon Corzine (D), Sen. Robert Menendez (D-N.J.) and Rep. Stephanie Herseth Sandlin (D-S.D.).

• Craig Stevens, the former communications director for the surgeon general, has joined the American Beverage Association as vice president of communications. Stevens was spokesman for Surgeon General Richard Carmona and also served as a communications adviser to the then-head of the Department of Health and Human Services, Tommy Thompson.

• Susan Ruland and Greg McCarthy have joined public affairs firm Powell Tate as senior vice presidents. Ruland comes from the International Dairy Foods Association , where she served as vice president of communications. McCarthy, who was director of communications for Sen. Jack Reed (D-R.I.), most recently directed communications for Latham & Watkins LLP .

• Bruce Gates is leaving Washington Council Ernst & Young to join Altria as senior vice president of government affairs. The longtime tax lobbyist, who is close to House Minority Leader John Boehner (R-Ohio), helped to found Ernst & Young’s government affairs arm.

• Rep. Albert Wynn (D-Md.), who lost his seat to a primary challenger last month, will join Dickstein Shapiro LLP as a partner in the firm’s public policy practice. The eight-term congressman serves as chairman of the House Energy and Commerce Subcommittee on the Environment and Hazardous Materials.
