• Daniel Spiegel has joined Covington & Burling as senior of counsel. He previously served as the U.S. permanent representative to the United Nations and other international organizations in Geneva.

• Terry Haines has joined McGuireWoods Consulting as senior vice president in the federal government relations group. He will work with clients in the fields of government relations, regulatory matters and corporate governance. Previously, Haines served as chief counsel and staff director to the House Financial Services Committee and chief of staff to the chairman of the Federal Communications Commission.

{mosads}• David Di Martino will join BGR Public Relations as vice president next week. Most recently, Di Martino was deputy chief of staff and communications director to Sen. Ben Nelson (D-Neb.). Prior to that he served on the staffs of Sens. John Kerry (D-Mass.) and Maria Cantwell (D-Wash.).

• Alexis Bayer has been named director of energy and resources policy at the National Association of Manufacturers (NAM) . Bayer focuses on energy issues at the trade group. Bayer previously worked as a legislative assistant to Sen. John Ensign (R-Nev.).

• Robyn Boerstling has been named director of transportation and infrastructure policy at NAM. Previously, Boerstling worked at the Department of Transportation as counselor to the assistant secretary in the Office of Transportation Policy.

• Keith Smith has been named director, employment and labor policy at NAM. Smith will work on employment and labor-related initiatives. Before joining NAM, Smith worked as federal government affairs specialist for Tew Cardenas and served on the staff of former Sen. George Allen (R-Va.).
