• Thomas R. Dower has joined Lighthouse Consulting Group as its new vice president. Dower has more than 12 years of experience on Capitol Hill and worked on energy and environmental issues. Most recently, he served as deputy chief of staff to Sen. Arlen Specter (R-Pa.). Dower was involved in the 2002 Farm Bill and the 2005 Energy Policy Act, as well as annual budget and appropriations bills.
{mosads}• Crowell & Moring has added six lawyers to its public policy group. The new hires, all from Pillsbury Winthrop Shaw Pittman, include Elliot P. Laws, a former Environmental Protection Agency (EPA) assistant administrator, Thomas P. O’Donnell, once the White House’s National Economic Council chief of staff, Florence Prioleau, a former White House domestic policy adviser, Peter D. Robertson, former deputy EPA administrator, Josephy “Jody” Trapasso, past White House and State Department official, and Kristina M. Pisanelli, a former legislative assistant to Sen. Patrick Leahy (D-Vt.). The firm is bringing its government relations subsidiary, C&M Capitolink, in-house. Robertson will serve as the group’s co-chairman alongside Patrick Donnelly.
• The American Society for Therapeutic Radiology and Oncology (ASTRO) has hired Barbara Muth and Jennifer Frazier. Muth will be ASTRO’s new director of research and Frazier the trade association’s new health policy analyst. Before joining ASTRO, Muth worked with the American Red Cross for eight years. Frazier has just completed a fellowship at the National Cancer Institute and was also a research assistant at the University of Florida Shands Cancer Center.
• Michael Volkov has joined Dickinson Wright to work in its Washington office. Volkov is a former Department of Justice official and assistant U.S. attorney in the District of Columbia. He also served as chief counsel to the House Homeland Security Committee under Rep. James Sensenbrenner Jr. (R-Wis.) and as counsel to Sen. Orrin Hatch (R-Utah) on the Senate Judiciary Committee. At the firm, Volkov will help handle congressional investigations, government relations and public policy.
• Thomas Cohn has been hired by Venable as of counsel for the firm’s advertising and marketing law practice. Cohn was most recently at the Federal Trade Commission, where he worked for 17 years in several roles, including director of the commission’s Northeast region. He led efforts prosecuting cases involving unfair competition and deceptive trade practices.
