The lobbying and public-relations firm is seeking “federal financial incentives to encourage and promote the establishment of a domestic advanced battery manufacturing capability,” according to lobbying records.

{mosads}Heather Podesta + Partners is lobbying for Southern Co. Podesta, a former counsel to the late Rep. Bob Matsui (D-Calif.); Eric Rosen, former Senate Judiciary Committee counsel; and Julian Haywood, a former aide to current House Energy and Commerce Committee Chairman Henry Waxman (D-Calif.), are lobbying for the large investor-owned utility.

Kilpatrick Stockton is lobbying for the Richmond Development Co., an energy company.

The Loeffler Group is lobbying for Endeavour International Corp., an energy development and exploration company. The firm is lobbying on issues relating to production-sharing agreements, Senate lobbying records show.

• INTERNATIONAL. Nurnberger & Associates is lobbying for the Southern African Enterprise Development Fund, Senate lobbying records show.

• RENEWABLES. Dow Corning Corp. hired APCO Worldwide to lobby on issues relating to solar energy development, federal lobbying records show. Bob Bissen, a former Senate aide and Energy Department official, is lobbying for Dow.

Winning Strategies Washington is lobbying for Garden State Ethanol. The firm, which includes several former staff members of New Jersey’s congressional delegation, is seeking federal funds.

• TELEVISION. Capitol Hill Consulting Group is lobbying for WEI/Safari Television Productions. The company wants Congress to lower fees for filming commercials and television programs on public lands.
