 • ADVERTISING. After more than a decade-long absence from K Street, Publishers Clearing House has hired a lobby firm. James Bonham, former executive director of the Democratic Congressional Campaign Committee and now at Manatt, Phelps &Phillips, has been hired “to provide guidance on and communicate with the Senate Aging Committee,” according to lobbying disclosure records. The company known for its direct-mail advertisements last had registered lobbyists in 2001 at Timmons and Co.

• CHEMICALS. CropLife America, a trade group representing crop protection and plant biotechnology companies, has hired Wiley & Rein to lobby on “H.R. 2642, Federal Agriculture Reform and Risk Management Act of 2013, issues relating to the Endangered Species Act.” Steven Richardson, once chief of staff at the Interior Department’s Bureau of Reclamation, is lobbying for the group. 

{mosads}• ENERGY. Former House Democratic leader Richard Gephardt (D-Mo.) is helping out an energy project in Guatemala. Jaguar Energy Guatemala has contracted with Gephardt Group Government Affairs to lobby on “political and regulatory issues in Guatemala relative to construction of a power plant.” Janice O’Connell, once an aide to the Senate Banking and Foreign Relations Committee, is also lobbying for the company. 

Former Sen. Byron Dorgan (D-N.D.) is coming to biodiesel’s rescue. The National Biodiesel Board signed up Dorgan, now at Arent Fox, to lobby on the renewable fuels mandate for biodiesel. The biodiesel industry took a hit last year when the EPA decided not to increase the amount of ethanol and other biofuels that will be blended into gasoline. 

Forbes-Tate has registered to lobby for Entergy on “issues related to energy and electricity.” Dan Tate, the former senior Clinton White House aide, is one of the lobbyists working on the account. 

• INSURANCE. The National Association of Mutual Insurance Companies is bringing on a heavyweight Democratic lobby shop to help push for passage of the Terrorism Risk Insurance Act reauthorization. Heather Podesta + Partners is lobbying for the trade group on the terrorism insurance bill, flood insurance and tax reform. Mary Stanton, once a legislative assistant to ex-Sen. Herb Kohl (D-Wis.), is on the account.
