• Gen. Carter F. Ham, who most recently served as the commander of the U.S. Africa Command is joining the Africa Advisory Board at consulting firm Jefferson Waterman International. At his prior post, Ham managed all U.S. military activities in Africa. He will “inform and support JWI’s international political and business consulting activities, particularly those involving West Africa.” He spent nearly four decades in the Army and retired in 2013.
• BakerHostetler hired Kenneth Reisenfeld for its Washington office’s international disputes team. He comes from Squire Patton Boggs, where he previously led the firm’s international arbitration practice.
{mosads}• Shirley & Banister Public Affairs, on its 30th anniversary, promoted several officials: Craig Shirley, founder and CEO, will become chairman. Diana Banister has been named president and Kevin McVicker’s new title is vice president. Banister joined the firm in 1997 and became partner in 2001.
• Barnes & Thornburg’s Washington office added four to its litigation department, all from the firm Andrews Kurth. Roscoe C. Howard, Jr., a former U.S. attorney, joins as a partner. Leasa W. Anderson and Meena Sinfelt each joined the firm as of counsel and Jennifer Lylie will be a litigation assistant. They all focus their practice on complex criminal and civil litigation, corporate compliance and government investigations.
• Scott Overland, a former communications director for Rep. Jared Polis (D-Colo.), has joined PetSmart as a legislative representative, according to congressional tracking website Legistorm. He previously worked for law firm Bracewell & Giuliani and as director of external affairs at GenOn Energy Inc. and for former Sen. Joe Lieberman (I-Conn.).
• Consulting firm Cavalry added Michael Duncan, former digital campaign strategist for Israeli Prime Minister Benjamin Netanyahu and Sen. Mitch McConnell (R-Ky.). He joins as a founding partner.
• Squire Patton Boggs snagged Kevin McCart from Husch Blackwell. He will serve as a partner in its government investigations and white-collar practice group.
• Rock the Vote hired Shripal Shah to serve as the organization’s director of communications and policy. Before that, he served as the communications director for Sen. Jeanne Shaheen (D-N.H.).
• The Semiconductor Industry Association (SIA) recently named Jimmy Goodrich vice president of global policy. He most recently served as director of global policy at the Information Technology Industry Council.
