Univision Communications hired Victoria Luxardo Jeffries to serve as associate general counsel and vice president of public policy for its Washington office. She worked most recently at the law firm Wilson Sonsini Goodrich & Rosati. She has also worked in-house at Netflix on its public policy team, advising the company on regulatory issues and working on advocacy. 

Mercury promoted Michael Soliman, who works out of its Washington and New Jersey offices, to a partner at the firm. He has been with the firm since 2013 and will now concentrate on boosting Mercury’s national and international presence. He is a senior strategist to Sen. Robert Menendez (D-N.J.) and has worked with Sen. Cory Booker (D-N.J.).  

{mosads}• Brianne Kurdock has left the Interstate Natural Gas Association of America to become a shareholder within the law firm Babst Calland’s natural resources group. She will also work within the pipeline and hazardous materials safety practice. Kurdock also worked at the Transportation Department’s Pipeline and Hazardous Materials Safety Administration. 

Dan Tangherlini — who has served as the administrator of the General Services Administration, a Treasury Department official and as Washington, D.C., city administrator — is now working for the government technology startup SeamlessDocs, opening and leading its federal services division in Washington. Before joining the company, he worked at Artemis Real Estate Partners. 

DLA Piper hired Sandra Bell as a senior counsel in its regulatory and government affairs and international trade practices. She comes from the Office of International Trade, where she served as the deputy assistant commissioner of U.S. Customs and Border Protection. 

Consumer Reports named Laura MacCleery as its vice president of consumer policy and mobilization. Prior to that, she worked as a director of regulatory affairs for the Center for Science in the Public Interest, a director of government relations for the Center for Reproductive Rights and worked at Public Citizen. 

Holland & Knight hired Ben Dunham away from law and lobby firm Dentons. He will serve as a senior policy adviser in its public policy and regulation practice. On Capitol Hill, Dunham worked for the late Sen. Frank Lautenberg (D-N.J.).
