Under Contract

The State Department issued two contracts worth a total of $82,900 to conduct surveys in Israel and the Palestinian territories, asking questions to gauge “public attitudes toward domestic economic and social issues, as well as international affairs.” Public Opinion & Marketing Research of Israel and The Market Research Organization, who won the contracts, respectively, are tasked with conducting face-to-face interviews with “a nationally representative sample of at least 2,000 adults ages 18 and older.” The department regularly contracts such polling and has been doing several surveys in the Middle East in recent months.

Professional Sports Publications Inc., won a contract from the Department of Health and Human Services (HHS) worth up to $3.5 million to “purchase print ad placements in various national publications, national sporting event programs, and minority-focused publications to increase awareness about the need for organ donors,” solicitation documents say. There are roughly 119,000 people on a waitlist for organs, and the department says an average of 22 people die per day while waiting for transplants. The agency “is seeking to take advantage of last-minute offers at or below market prices from vendors with exclusive partnerships with national publications and sporting events for ad placements.” HHS is providing the content for the print ads. 

The Department of the Army has issued two contract awards to a Virginia-based company called CB&I Federal Services worth up to $7.7 million to help the military branch as it “[develops], on an expedited basis, specific projects to destroy chemical warfare material,” including empty spray tanks and recovered chemical weapons as defined by the Chemical Weapons Convention treaty. Congress originally ordered the Pentagon to establish the projects in a defense spending bill in 1992. The order “requires the contractor to establish a partnership with one or more commercial waste treatment, storage facility to transport and dispose of hazardous” materials, including mustard gas munitions.
