• The Semiconductor Industry Association has named Josh Shiode as its government affairs director. He previously served as the senior government relations officer at the American Association for the Advancement of Science.

• Kelly Hitchcock has joined the Investment Company Institute as director of financial services policy. Before that, she worked as a senior staff member on the House Appropriations financial services and general government subcommittee. 

{mosads}• Monument Policy Group hired Chan Park, a former general counsel for the Senate Judiciary Committee under Sens. Dianne Feinstein (D-Calif.) and Patrick Leahy (D-Vt.), as a principal. Before his eight years on Capitol Hill, he served as assistant U.S. attorney in the District of Maryland. 

• Squire Patton Boggs scored a coup by hiring Tony Scott, the former federal chief information officer under President Barack Obama. His resume includes holding senior CIO roles at VMware, Microsoft, the Walt Disney Company and General Motors.

•Julie Hershey Carr and Randi Reid have been named partners at Kountoupes Denham Carr & Reid, also known as KDCR Partners. Carr has been the legislative director for Rep. Joseph Pitts (R-Pa.), while Reid served as the legislative director for Sen. Michael Enzi (R-Wyo.) from 2005 to 2013.

• Rob Green, who has been a lobbyist for 15 years, has returned to Capitol Hill as the GOP workforce policy director at the House Education and the Workforce Committee. He’s held advocacy roles at the National Council of Chain Restaurants, the National Retail Federation and the National Restaurant Association.

• Subject Matter has made five new additions: Tim Doyle, former senior director of corporate affairs and communications at Discovery Communications, has been named account director; Minni Gupta left FleishmanHillard to serve as director of social strategy; Mike Nelson is joining as account director; Wayne Johnson has been named associate creative director for interactive; and Brendan Kiviat is the firm’s new media specialist. 

• Stephen Rademaker has joined Covington & Burling’s public policy and government affairs practice. He has previously worked at the White House, the State Department and on Capitol Hill, focusing on national security issues.

• Hogan Lovells hired former Federal Trade Commission Chairwoman Edith Ramirez as a partner. She will co-head the firm’s antitrust, competition and economic regulation practice and contribute to its privacy and cybersecurity practice.
