• AGRICULTURE. Noble Strategies in Little Rock, Ark., is lobbying for the Catfish Farmers of America. Ben Noble, a former aide to Sens. Blanche Lincoln and Dale Bumpers, both Arkansas Democrats, is lobbying for the trade group.

Emerson Electric hired Urban Swirski & Associates to lobby on general taxation and trade matters, according to federal lobbying records.

• FINANCE. Skadden, Arps, Slate, Meagher & Flom is lobbying for American Capital, a private equity and global asset management company. Cary Pugh, former tax counsel on the Senate Finance Committee, and Pamela Olsen, former assistant secretary for tax policy at the Treasury Department, are lobbying for the company on carried interest legislation.

• FISHING. Sonny Callahan and Associates is lobbying for the Shareholders’ Alliance, an alliance of fishermen who support a national catch share program and fisheries management funding, federal lobbying records show. 

• FOOD. Lisa Waltzman is lobbying for Vitamin Cottage Natural Food Markets on food safety and natural food supplement issues, according to federal lobbying records. 

• TRANSIT. Dutko Worldwide is lobbying for U.S.-Japan High-Speed Rail, a high-speed rail company. Ronald Kaufman, a former deputy assistant to President George H.W. Bush, is among the team of lobbyists advocating for federal high-speed rail standards, according to lobbying records.

• UNIVERSITIES. Ridge Policy Group is lobbying for Mercyhurst College, in Erie, Pa. The firm is lobbying for federal appropriations for the school, federal lobbying records show.
