• Elizabeth Varley has joined New York Life Insurance Co. as a vice president for federal affairs in the company’s Washington office. Varley was managing director for government affairs for the Securities Industry and Financial Markets Association. Before working at the trade group, she was counsel to the Senate Aging Committee and was a staff attorney for the Bipartisan Commission on Entitlement & Tax Reform.

• William Hederman has joined Deloitte as part of its energy and resources industry group. Hederman was the founding director of the Federal Energy Regulatory Commission’s market oversight and investigations office, which he led from 2002 to 2005. He also was Columbia Gas Transmission’s vice president for business development and strategic initiatives. Hederman also worked as the executive director and chief operating officer of the International Energy Agency’s gas technology center. 

{mosads}• Exelon has hired Mary Streett and Jackie Carney. Streett will be vice president of federal government affairs for the company, while Carney will be director of federal government affairs. Streett was previously an attorney with Mayer Brown, where she was a partner in the government and global trade group. She has also served on the White House staff and was deputy general counsel at the Commerce Department during the Clinton administration. Before Exelon, Carney was president of Bill Carney & Co., a government-affairs firm. She also was an assistant district attorney in Staten Island, N.Y.

• David L. Kim has joined the Raben Group as a principal. Kim was the chief of staff for the U.S. Mint, a position he held for three years. Before that, he held senior-level positions at Anheuser-Busch Cos. in St. Louis. 

• Christopher E. Condeluci has joined Miller & Chevalier as counsel to the firm’s employee benefits and tax policy practices. Condeluci was tax and benefits counsel for the Senate Finance Committee since April 2007. He was a key aide in the drafting of the recent healthcare law.
