• ENERGY. Sprague Energy Corp., a Portsmouth, N.H.-based oil transportation company, hired K&L Gates to lobby on reauthorization of an Army Corps of Engineers civil works dredging project. James Sartucci, legislative director for former Sen. Trent Lott (R-Miss.), is lobbying for the company.

• FINANCIAL SERVICES. The Lugar Group has been hired by CIT Group Inc. to lobby on “banking financial institutions/investment securities small business,” according to lobbying disclosure records.

DaVita Inc., a dialysis service provider, has hired Nathanson + Hauck to lobby on “issues related to Medicare Accountable Care Organizations and other innovative integrated delivery system projects for people diagnosed with End Stage Renal Disease,” according to lobbying disclosure records. Melanie Nathanson, a former senior policy adviser to ex-Sen. Bob Graham (D-Fla.), and Megan Hauck, once a senior policy adviser to Senate Minority Leader Mitch McConnell (R-Ky.), are lobbying for the company.

 Thorn Run Partners has been hired by Sun Knowledge to lobby on “general healthcare issues,” according to lobbying disclosure records. W. Christopher Lamond, a former aide to ex-Sen. Fred Thompson (R-Tenn.), and Andrew Rosenberg, once legislative assistant to the late Sen. Edward Kennedy (D-Mass.), are lobbying for the company.

The U.S. Family Health Plan Alliance has hired ML Strategies to lobby on “issues related to managing health plans for the Department of Defense,” according to lobbying disclosure records. Jeremy Rabinovitz, once chief of staff to Rep. Carolyn Maloney (D-N.Y.), and David Leiter, former chief of staff to Sen. John Kerry (D-Mass.), are lobbying for the group.

• TECHNOLOGY. PayPal has hired Mehlman Vogel Castagnetti Inc. to lobby on “implementation of Dodd-Frank Wall Street Reform, cybersecurity, tax issues [and] IRS oversight,” according to lobbying disclosure records. Cynthia Brown, former chief of staff to Rep. Ron Kind (D-Wis.), is lobbying for the company.

 The Consumer Electronics Association has hired TwinLogic Strategies to lobby on “telecommunications issues, general IP issues, patent reform, music licensing, energy efficiency, trade agreements [and] lithium ion battery transportation issues,” according to lobbying disclosure records. Elizabeth Frazee, legislative counsel to Rep. Bob Goodlatte (R-Va.), and Sharon Ringley, deputy chief of staff to ex-Rep. Rick Boucher (D-Va.), are lobbying for the company.
