• Former Department of Homeland Security (DHS) official Douglas A. Smith has joined the public relations firm MWW as an executive vice president and general manager of its Washington office. Before that, he was the assistant secretary for the private sector within the DHS and served as the department’s representative on the President’s Travel and Tourism Advisory and Export Promotion Boards.

• W. Clark Bunting will become the president and chief executive of the National Parks Conservation Association on Nov. 11. Prior to that, he served as the president and general manager at the Discovery Channel and managed the production of programming such as Shark Week, “Crocodile Hunter” and “MythBusters.”

{mosads}• AT&T hired Capitol Hill veteran Noah Jacobson as its newest lobbyist, serving as assistant vice president of federal relations. He will concentrate on finance and tax issues for the company.

• Manatt, Phelps & Phillips hired Michael C. Camuñez to become the president of the firm’s international consulting subsidiary, ManattJones Global Strategies. He will also work as a partner in Manatt’s government and regulatory policy practice. Before that, Camuñez worked at the International Trade Administration in the Commerce Department.

• Holland & Knight is bringing on Leslie Pollner, the former deputy mayor for federal affairs in Los Angeles under Mayor Antonio Villaraigosa, to work as a senior policy adviser in its public policy and regulation practice. Pollner has worked on Capitol Hill and for the Bill & Melinda Gates Foundation.

• The American Frozen Food Institute (AFFI) has added two new staffers. Dr. Maia Jack is joining the group as director of regulatory and technical affairs, while Ron Davis is joining the institute as coordinator of communications and government affairs. In addition, the AFFI’s current staff assistant, Austin Faganel, has been promoted to the trade association’s coordinator of conferences and member services.

• William E. Kennard has joined the private equity firm Grain Management. He will serve as senior adviser of the firm’s Washington office. Kennard was the U.S. ambassador to the European Union under President Obama and served as the chairman of the Federal Communications Commission from 1997-2001.
