Mike Tuffin has stepped down as the managing director of APCO Worldwide’s headquarters in Washington to take a job as a senior vice president of public affairs at UnitedHealth Group, “heading up a new public affairs function,” he told friends and colleagues in an email. Tuffin previously held senior roles at America’s Health Insurance Plans, Pharmaceutical Research and Manufacturers of America and has worked as a GOP strategist, both on Capitol Hill and the campaign trail.

Mark Glaze, a former executive director of Everytown for Gun Safety, has joined a consulting firm called Purpose as a senior adviser. The firm “builds movements to remake the world … by creating new organizations and ventures, partnering with existing ones and making content and technology that enables people around the world to build their own power.” Glaze’s clients include campaign finance advocacy group Every Voice and Death with Dignity, a nonprofit that fights for individuals to make their own end-of-life decisions. 

{mosads}• WilmerHale has hired Sharon Cohen Levin as a partner in its New York office. She most recently served as the head of the Money Laundering and Asset Forfeiture Unit in the U.S. Attorney’s Office for the Southern District of New York.

Jordan Quinn is leaving her gig as the manager of government affairs for policy at the Financial Services Roundtable. Next month, she will join The Hartford, an insurance and investment company, as an associate director of government affairs. 

Powell Tate has named Peter Carson managing director of public affairs. Carson will lead the public affairs practice in Washington in addition to providing counsel to clients located elsewhere. Powell Tate serves as the D.C. division of global public relations firm Weber Shandwick. Carson joined the company in 2007. He has worked with the firm’s healthcare and financial services clients and led the healthcare public affairs practice. Prior to that, he worked for former Rep. Chris Shays (R-Conn.) and for Ogilvy Public Relations. 

Rasky Baerlein Strategic Communications snagged Alexandra Wich from the office of Sen. Mark Kirk (R-Ill.), where she served as a legislative assistant working on economic policy — financial services, tax, trade and small-business issues.
