• Stratacomm has named Jacqueline Bengel as a vice president in the company’s Washington office to “oversee integrated communication planning and strategies across several client accounts.” Prior to that, she worked as a senior account director at Home Front Communications. Bengel also worked on Arnold Schwarzenegger’s 2006 California gubernatorial campaign.
• The National Wildlife Federation promoted Miles Grant, the organization’s longtime external affairs aide to serve as director of communications. He joined the organization in 2007 and began working with its members, affiliates and partners before becoming the go-to staff member for communications about the federation’s conservation programs.
{mosads}• Manatt, Phelps & Phillips hired another Squire Patton Boggs alum, Daniel Addison, for its federal government affairs and public policy practice. He will serve as a partner. Addison specializes in natural resources, but also worked for Nigeria’s National Security Adviser while at his last firm. In addition to his work on K Street, he served as a principal architect of the Exxon-Valdez settlement while working at the National Oceanic Atmospheric Administration and served as an acting associate administrator for industry and congressional affairs at the General Services Administration. Last month, Manatt hired three other Squire Patton Boggs alums.
• Lyft hired Robert Grant, a longtime attorney for the Senate Legislative Counsel’s office, last month, according to congressional tracking website LegiStorm. He serves as a legislative counsel for the ride-hailing company. Although he spent about a decade at the Senate Legislative Counsel overall, he also worked at the Federal Housing Finance Agency during that time.
• Doug Wiley has joined the TCH Group as a partner. He comes from Wiley Rein, where he served a senior public policy adviser. He also has experience at the Telecommunications Industry Association, the National Association of Broadcasters, the Commerce Department and worked for the Republican chairman of the House Energy and Commerce Committee.
• Holland & Knight snagged Lynne Halbrooks, the former acting inspector general for the Defense Department. Most recently, she served as the principal deputy inspector general but worked as the department’s acting inspector general from 2011 to 2013. Prior to that, Halbrooks worked as a general counsel for the Special Inspector General for Iraq Reconstruction and as the deputy sergeant at arms and general counsel to the Office of the Sergeant at Arms and Doorkeeper.
