• Time Warner has hired Chris Wilson as vice president of public policy
in Washington. Before that, Wilson served as the vice president of
government affairs for TechAmerica, a technology industry trade group.
He has also worked at Wiley Rein, Drinker Biddle & Reath and as a
legislative aide to the late Sen. Arlen Specter (D-Pa.).

• The National Association of Manufacturers brought on Chris Moore and Christina Crooks to become lobbyists focusing on trade and tax policy, respectively. Moore will serve as the senior director of international business policy and Crooks will work as the director of tax policy. Moore most recently served as the director of strategic planning for the United Nations World Food Programme and also held posts at the Office of the U.S. Trade Representative and the Commerce Department. Crooks worked as a senior manager of government affairs at Financial Executives International and a staffer to former Rep. Michael Castle (R-Del.).

{mosads}• Crowell & Moring has hired two healthcare experts, Troy A. Barsky and Christine Clements, to serve as partners at the firm’s Washington office. Barsky most recently worked as the director of a division within the Centers for Medicare & Medicaid Services, where he was on a team to develop the Medicare Shared Savings Program. Clements, who returns to the firm after a stint at Aetna, will focus on federal healthcare government contract programs.

• Michelle Y. Mesack has become the director of financial services policy at the Investment Company Institute. She previously worked at the Mutual Fund Directors Forum, a trade group for independent mutual fund managers. She has also been an associate at K&L Gates, a legislative assistant to Rep. John Shimkus (R-Ill.) and a legislative analyst for the House Republican Conference.

• Dennis Fitzgibbons, former chief of staff to House Energy and Commerce Committee Democrats, has become a partner at the lobbying firm TCH Group. He has his own government relations firm, which will merge with TCH Group, and plans to continue his public affairs practice separately. In all, Fitzgibbons spent more than two decades working on the committee.
