• Ed Gillespie, former Republican National Committee chairman and counselor to President George W. Bush, was named senior executive vice president for external and legislative affairs at AT&T. He most recently was chairman of Sard Verbinnen & Co Public Affairs since 2018. Previously, he founded Quinn Gillespie & Associates with Jack Quinn, former counsel to President Clinton, in 2000 and formed his own firm, Ed Gillespie Strategies, in 2009. He replaces Jim Cicconi, who is retiring, and will move into the role on April 22.
• Sard Verbinnen & Co Public Affairs named Bruce Haynes, a former co-vice chairman, as chairman of the company to replace Gillespie. Trent Duffy, co-founder of HDMK Public Affairs, will be vice chairman, and Michele Davis, former global head of corporate relations at Morgan Stanley, will be senior counselor.
• Monument Advocacy announced Lilia McFarland Horder will join the lobbying firm’s agriculture and food practice. Horder most recently was acting chief of staff for departmental administration at the Agriculture Department.
• Chris Morton, former executive vice president of government affairs and business strategy at the Association for Advanced Life Underwriting, is now senior vice president of public affairs at the American Land Title Association.
• Kellen, which provides management and strategic support to trade associations, hired Michael Taylor as senior director of public affairs. He was previously vice president for international affairs and trade at the Plastics Industry Association and executive vice president at the US-India Business Alliance.
• Invariant announced that Jenny Werwa joined its public affairs and strategic communications team. She previously was director of communications at the Council of Large Public Housing Authorities and before that was director of public relations at the National Reverse Mortgage Lenders Association. She was also communications director for Rep. Jackie Speier (D-Calif.).
• Hogan Lovells named Michele Farquhar, a partner at the firm, as the D.C. office’s managing partner. The move will be effective July 1, when Miguel Zaldivar becomes CEO of Hogan Lovells.
• Waxman Strategies named Ruth McDonald vice president on the health policy team. She previously was a consultant in Avalere Health’s policy practice and an economist at the Department of Health and Human Services.
