• Jane Alonso has joined Monument Policy Group as vice president of government relations. Alonso is a former legislative director for Sen. Susan Collins (R-Maine) and also oversaw Sen. Collins’s work as a member of the Senate Armed Services Committee. She has also worked for then-Sen. Bob Graham (D-Fla.) and Reps. Ileana Ros-Lehtinen (R-Fla.) and John Mica (R-Fla.). She also twice served as an Organization for Security and Co-operation in Europe election supervisor in Bosnia following the end of the war.

• Anne Steckel and Ted Monoson have joined Growth Energy as the organization’s director of government affairs and director of legislative affairs, respectively. Steckel is a former aide to Senate Majority Whip Dick Durbin (D-Ill.) and most recently served as the director of congressional relations for the American Farm Bureau Federation. Monoson is a former aide to House Minority Leader John Boehner (R-Ohio).

{mosads}• David Pore has been hired by lobbying firm Arnold & Porter as a senior policy and legislative adviser. Prior to joining the firm, Pore was an attorney in private practice in Austin, Texas, at a firm co-founded by former Rep. Kent Hance (D-Texas). Pore also previously served as legislative director for former Rep. Jim Turner (D-Texas) from 1999-2002.

• The American Pharmacists Association has promoted Thomas E. Menighan to executive vice president and chief executive officer. In February 2009, Menighan was appointed as APhA’s executive vice president and CEO-designate and began the transition into his new role. He is the 26th pharmacist to serve in this role and succeeds John A. Gans, who served in the same capacity for the last 20 years. Menighan served as president of APhA from 2001 to 2002 and was a member of the APhA Board of Trustees between 1995 and 2003.

• James Davis has launched Surge Strategies, a public-relations consulting firm. Prior to founding Surge, James served as deputy director of media affairs at the Republican National Committee. Prior to that, he was the associate director of communication at the Republican National Convention in Minnesota.
