Claire McAndrew was named vice president of the health practice at Waxman Strategies. She previously was campaign manager for D.C. Council candidate Randy Downs and before that was director of campaigns and partnerships at Families USA, where she worked for more than 12 years.

Zara Day also joined Waxman Strategies as a senior director in the health practice. She previously was associate director of public policy at the Planned Parenthood Federation of America, where she worked for over two years.

Cogent Strategies hired Phoebe Ferraiolo as a manager. She previously was deputy press secretary for Sen. Susan Collins (R-Maine), working in the senator’s office for nearly four years. Before that she was a freelance production assistant at Fox News and a field representative for ex-Sen. Kelly Ayotte’s (R-N.H.) campaign in 2016.

Brinton Lucas rejoined Jones Day as of counsel after working in the Justice Department for four years during the Trump administration. Lucas was an associate at Jones Day for two years before taking a job in 2017 with the Justice Department, where he became assistant to the solicitor general.

Forbes Tate Partners named Christy Moran a senior vice president on its public affairs team. She previously founded Moran Communications, where she provided strategic communications for coalitions, trade associations and other organizations for nearly nine years.

The Commercial Vehicle Training Association announced that Sylvester Giustino is the group’s senior director of federal and state government relations. He previously was deputy director of the office of public liaison at the Labor Department for nearly a year during the Trump administration and before that was director of government relations and technical affairs at the Can Manufacturers Institute.

Norfolk Southern Corp. announced Frank Voyack will be promoted to vice president of government relations, succeeding Marque Ledoux who is retiring. Voyack has been with the company since 2008 and most recently was assistant vice president of government relations.
