• Andrew Noyes is joining Facebook, where he will manage public policy communications for the social-networking website. He is a staff writer for National Journal’s CongressDaily and is the author of Tech Daily Dose, a popular blog covering the intersection of tech and public policy in Washington. In 2006, he joined the adjunct faculty of American University’s School of Communication to teach journalism.

{mosads}• Gino Menchini has been hired by National Strategies as its new managing director. Prior to joining the firm, he served as New York City’s chief information officer, commissioner of the New York City Department of Information Technology and Telecommunications and chief information officer for the New York City Department of Education.

• Gerald Epstein has been hired by the American Association for the Advancement of Science as director of the Center for Science, Technology and Security Policy. He most recently was a senior fellow at the Center for Strategic and International Studies. Epstein has also worked at the Defense Threat Reduction Agency and at the White House Office of Science and Technology Policy during the Clinton administration.

• Waggener Edstrom Worldwide, a public relations firm, has hired Marshall C. Phelps Jr. and Ken Rietz to serve on its global public affairs advisory council. Phelps is a recently retired corporate vice president for Microsoft and has also worked for IBM. Rietz worked in four different presidential campaigns, was a deputy chairman and political director for the Republican National Committee and was a founding partner of Mike Curb Productions.
