• Steve Crout has joined Qualcomm Inc. as vice president of government affairs in the company’s Washington office. He comes to the company from Motorola Inc., where he was director of global government affairs. Crout was a legislative director for then-Rep. Bill Richardson (D-N.M.) and also went on to serve in the Energy Department during the Clinton administration.
• Steptoe & Johnson has announced that Stephen Heifetz and Marc Frey have joined the firm’s Washington office. Heifetz will be a partner and Frey will be a senior director in the firm’s homeland security practice. Heifetz recently was deputy assistant secretary in the Homeland Security Department’s Office of Policy Development. Frey was the chief of staff in the same office, and before that served as a senior adviser to the department’s chief security officer.
• Covington & Burling has announced three lawyers as of counsel at the firm: Natalie Derzko, Lisa Koff and Joan Kutcher. Derzko practices in the area of intellectual property and patent litigation. Koff advises managers and investors in private investment funds. Kutcher is a senior member of the firm’s government affairs practice group. She spent almost a decade as Washington counsel to New York state.
• Holly A. Roth has joined Manatt, Phelps & Phillips as a government contracts partner in the firm’s government and regulatory policy practice, based in its Washington office. Roth comes back to the firm after three years at McDermott, Will & Emery, where she was a partner.
• Arthur J. DeCelle has joined McDermott Will & Emery LLP as counsel to the firm’s Washington office. Before joining the firm, he worked as executive vice president, general counsel and secretary of the Beer Institute. Prior to that, he was a legislative assistant to former Rep. Raymond McGrath (R-N.Y.), later working as his chief of staff and for his successor, former Rep. David Levy (R-N.Y.)
