• Angela Canterbury will join the Project on Government Oversight as its new director of public policy. Canterbury most recently served as the director of advocacy for Public Citizen’s Congress Watch division.

•Bill Ichord has been hired by ConocoPhillips as vice president of international government affairs in the company’s Washington office. Ichord comes from Sempra Energy, where he served as vice president of government relations since 2007. He has also worked for the American Chemistry Council and for Unocal. Ichord was an aide to Sen. Jay Rockefeller (D-W.Va.) as well as counsel to then-Sen. Joe Biden (D-Del.) when he was the ranking member on the Senate Judiciary Committee.

• Barbara S. Esbin is joining Cinnamon Mueller and will head the firm’s Washington office. Esbin will help represent the American Cable Association. She was a senior fellow and director at the Progress & Freedom Foundation. She also worked at the Federal Communications Commission as associate media bureau chief.

{mosads}• T. Spence Chubb has joined WilmerHale and will be special counsel in the firm’s Washington office in its litigation department and intellectual property litigation group. Chubb worked at the International Trade Commission for more than 20 years. He was the supervisory attorney in the Office of Unfair Import Investigations. Before that, Chubb was an investigative attorney at the agency.

• Ron Eritano has joined the Normandy Group. Eritano spent several years as a senior business analyst for General Motors. Before that, he was a senior legislative assistant for Rep. Lloyd Doggett (D-Texas) and an aide for Sen. Frank Lautenberg (D-N.J.).

• Cornerstone Research has hired Frederick T. Baird, Robert C. Lind and Howard W. Pifer as senior advisers in its Washington office. Baird worked as chief corporate development officer and executive vice president at Charles River Associates. Lind was a partner and co-founder of Competition Economists Group. Pifer was a senior adviser at Charles River Associates.
