Driving under the influence:
April 3 — At 4 a.m., Capitol Police officers observed a vehicle emitting
gray smoke from the driver-side tire area while traveling on
Independence Avenue SE near the Library of Congress. A background check
of the suspect’s driver’s license revealed it was suspended in Virginia,
and the officer detected an odor of alcohol coming from the individual.
A standardized field sobriety test revealed signs of impairment, and
the suspect was placed under arrest.

{mosads}Unlawful assembly:
April 11 — At around 5:30 p.m., several dozen protesters blocked the roadway at 100 Constitution Ave. NE in front of the Hart Senate Office Building. The demonstrators — including Washington Mayor Vincent Gray (D), Council Chairman Kwame Brown and Ward 4 Councilwoman Muriel Bowser — were publicly calling for congressional leaders and President Obama not to sacrifice Washington residents’ rights for a deal on the federal 2011 budget. Capitol Police arrested 41 individuals blocking the roadway to vehicle traffic. They were processed at a detention facility at 67 K St. SW.
 
Possession of PCP:
April 13 — Late in the evening, Capitol Police officers observed two individuals in the vicinity of the National Japanese-American Memorial near Lower Senate Park. As an officer approached, the suspect — a 27-year-old black male of medium build wearing a black coat and blue pants — stood and walked briskly toward Louisiana Avenue NE. The suspect ignored an order to stop and was observed throwing a cigarette and glass vial to the ground. The officer detected an odor of PCP from the vial as well as a chemical odor emanating from the suspect. Additional vials were also found in the area the suspect had abruptly left. The man was placed under arrest and taken to Capitol Police headquarters for processing.
 
Possession of cocaine:
April 15 — Just after midnight, Capitol Police observed a vehicle pass through a red light on Independence Avenue SE near the Capitol. A traffic stop was conducted, at which time the officer detected an odor of alcohol on the suspect’s breath. The suspect was placed under arrest for refusing to consent to a standardized field sobriety test and was transported to police headquarters. The officer then observed beer-bottle tops in the passenger side of the vehicle. The officer also located a container of white powder in plain view under the driver’s seat. The powder tested positive for cocaine.

Unlawful conduct:
April 15 — At around 2 p.m., protesters in the House Gallery interrupted lawmakers during closing debate of the FY 2012 budget resolution. Capitol Police officers observed individuals stand up and shout — as well as sing “The Star Spangled Banner” — in an attempt to disrupt Congress. Nine suspects were removed from the proceeding, placed under arrest and processed at police headquarters.

Possession of marijuana:
April 18 — At 7 a.m., Capitol Police officers observed a vehicle traveling with its hazard lights flashing on South Capitol Street SE near Fountain Park East. A traffic stop revealed the vehicle’s rear lights were not functioning. As the driver retrieved vehicle paperwork from the center console, the officer observed the top portion of a clear plastic bag. A second officer then observed the bag contained a green leafy substance, which tested positive for marijuana. The suspect was placed under arrest and transported to police headquarters for processing.
