Capitol Police Files

Unlawful conduct: May 2 — On the evening of this Monday, U.S. Capitol Police observed 91 people demonstrating in the Cannon House Office Building’s rotunda. The defendants — many in wheelchairs — were members of the national disability-rights group ADAPT, protesting Rep. Paul Ryan’s (R-Wis.) proposed reduction in Medicaid funding. After repeatedly ignoring warnings to cease their demonstration activity, the individuals were arrested and taken to the Rayburn House Office Building for processing.

Threats to do bodily harm — misdemeanor:  May 5 — On the evening of this Thursday, a Capitol Police officer responded to a call of a man beating a woman near Union Station. The woman told the officer that the suspect — a 27-year-old black male of medium build, wearing a black jacket and blue pants — was her boyfriend and had grabbed her and attempted to force her toward Union Station. Four witnesses at the scene confirmed the assault, and the suspect was placed under arrest and transported to Capitol Police headquarters for processing.

{mosads}Driving while intoxicated: May 7 — At approximately 7 a.m. on this Saturday, Capitol Police observed a disabled vehicle on the South Capitol Street SW ramp of Route 395, and stopped to provide assistance. When a police officer approached the vehicle, a suspect was discovered unconscious in the driver’s seat with the keys still in the ignition. The officer also detected an odor of alcohol. When tested, the suspect demonstrated numerous signs of impairment and was placed under arrest.

Urinating in public — misdemeanor: May 8 — Around 3:30 a.m. on this Sunday, a Capitol Police officer responded to a traffic collision on the 100 block of Constitution Avenue NW, near the Capitol building. The suspect — a 32-year-old male of medium build wearing blue pants and a red shirt — was a passenger in the vehicle. After the officer arrived, he observed the suspect expose himself and urinate in full view of the public. The man was placed under arrest and processed at police headquarters.

Possession of PCP — misdemeanor: May 10 — At 7 p.m. on this Tuesday, Capitol Police officers stopped a black female at the National Japanese-American Memorial near Lower Senate Park. The 35-year-old suspect, wearing black pants and a white shirt, was observed by one officer to be dazed and slow to respond to questions. The suspect’s pack of cigarettes had a chemical odor to them, and the woman told officers she had “just smoked a dipper.” A subsequent search of the woman’s pockets revealed three small glass vials containing liquid PCP. She was placed under arrest and taken to Capitol Police headquarters for processing.

No valid permit: May 10 — On the evening of this Tuesday, a Capitol Police officer observed a suspect operating a vehicle that abruptly changed lanes without signaling near Union Station. A traffic stop and subsequent background check revealed that the vehicle’s tags belonged to another automobile, and the vehicle was not registered. The suspect’s license was also suspended in Maryland, with no driving privileges in Virginia or Washington. The defendant was arrested and transported to police headquarters for processing.

Possession of an open container of alcohol: May 16 — In the early afternoon of this Monday, a Capitol Police officer observed a suspect parked near Lower Senate Park, drinking from what appeared to be a bottle containing an alcoholic beverage. Upon further investigation, the officer observed open beer bottles, bottle caps and a six-pack of beer in the front passenger seat of the suspect’s vehicle. The defendant was arrested and processed at police headquarters.
