The men had left a vehicle parked in the middle of Independence Avenue SE. When the officer approached the men and asked for identification, one of them refused, immediately lying face down on the ground and spreading his arms. The officer observed a set of car keys in the suspect’s possession. The man confirmed that he was the operator of the vehicle. A subsequent search of the suspect at police headquarters yielded a green leafy substance that tested positive for marijuana.

Driving under the influence: Oct. 2 — On the morning of this Sunday, a Capitol Police officer observed a vehicle traveling eastbound through an intersection near Union Station. The suspect drove through a red traffic signal and nearly collided with the officer’s cruiser on the passenger side. The suspect continued driving eastbound in the westbound lanes around a traffic circle, before crossing over the median and striking a traffic signal. Upon approaching the vehicle, the officer detected a moderate odor of alcohol emanating from the suspect’s breath. The suspect’s speech was also slurred. The officer asked the suspect to exit the vehicle, at which time the suspect nearly collapsed. The suspect was placed under arrest and taken to police headquarters.

A witness later flagged down a second Capitol Police officer regarding a vehicle matching that description. The second officer followed marks on the road to an area near Nationals Park and found the vehicle parked in front of a residence. The officer observed a suspect matching the description in front of the residence. The first officer confirmed that the suspect was the same person who had earlier fled the scene. A background check revealed the vehicle was not registered in Washington, Maryland or Virginia. The suspect was also found to have a suspended license in Maryland and no valid license in Washington.
