Los Angeles will require proof of vaccination to enter indoor venues, including restaurants, bars, clubs and gyms and salons beginning Nov. 4.
The city council passed the ordinance with 11 votes — one short of the number that would have enacted the policy immediately, ABC 7 reported. The city currently requires vaccination proof at “mega events” with 10,000 or more people in attendance.
Grocery stores and pharmacies are not included in the ordinance. Meanwhile, L.A. Mayor Eric Garcetti intends to sign the ordinance into law, a spokesperson said prior to the vote, The Los Angeles Times reported.
Enforcement of the new policy is expected to begin Nov. 29 with $1,000 fines issued on an establishment’s second violation, $2,000 on the third and $5,000 for the fourth violation.

The Times reported that customers may submit requests for exemptions for religious and medical reasons or show proof of a negative COVID-19 test. The ordinance will expire when the city lifts its state of emergency due to the coronavirus pandemic.
New COVID-19 cases and hospitalizations are falling in Los Angeles County, which is averaging 1,224 cases per day — a 22 percent decline over the past 14 days. There have been 356 deaths in the same time frame. The county has reported 1,466,952 cases since the beginning of the pandemic.
Around 60 percent of Los Angeles county is fully vaccinated.
