The Hill’s 12:30 Report: Breaking — Senate overrides Obama’s 9/11 bill veto | House strikes Flint deal | Dems worry third parties hurting Hillary | Clinton up in post-debate poll | Ryan, Kerry to join Washington Ideas Forum

BREAKING – OBAMA LOSES SOME BRAGGING RIGHTS: The Senate on Wednesday voted to override President Obama’s veto of a bill letting the victims of the 9/11 attacks sue Saudi Arabia, striking a blow to the president on foreign policy weeks before he leaves office. Keep in mind: This is the first Senate override of an Obama veto. Next step: The House will take up the matter next, and Speaker Paul Ryan (R-Wis.) told reporters last week that he expects there be to enough votes for an override. http://bit.ly/2dzRu7o

The Huffington Post’s Jennifer Bendery: Whoa– Harry Reid just voted “no” on veto override http://bit.ly/2d4HBzC

Happy Hump Day! Filing from the old CNN “Crossfire” set at George Washington University, where Gene Sperling and Stephen Moore are about to debate Clinton and Trump’s economic plans, I’m Cate Martel with a quick recap of what you missed this morning — and what’s on tap for the rest of the day. Send comments, story ideas and weekend plans to cmartel@digital-staging.thehill.com@CateMartel and on Facebook.

WAIT, SO WE MAY HAVE A COMPROMISE? … HOOORAY!: House leaders (from both parties!) have reached a deal to vote on adding emergency funding for Flint, Mich., and other communities with contaminated drinking water to a water bill. Why this ties into the government shutdown: The fight over Flint funding was a big part of the political maneuvers preventing a deal to keep the government open. Democrats opposed any funding deal without moving Flint aid. http://bit.ly/2dCPQVe

ALSO A GOOD SIGN: Senate Minority Leader Harry Reid (D-Nev.) backs the Flint deal. http://bit.ly/2drOlpE

TRUMP: CAN WE GET THIS GUY A PODIUM? COLD WATER? MAYBE A SHINY NEW AMERICAN FLAG PIN?: Via The Hill’s Jonathan Easley and Ben Kamisar, Democrats are panicking because the third-party candidates are drawing support away from Hillary Clinton, not Donald Trump. How we know: Liberal groups are passing around embarrassing videos of Libertarian Gary Johnson and running ads against him. Dem retaliation: Sending Bernie Sanders out to battle and convince his #FeelTheBern-ers to come support Clinton, not Johnson or Green Party nominee Jill Steinhttp://bit.ly/2cVD9AM

{mosads}NEW THIS A.M. — MH17 OUTCOME: Via CNN’s Tim Hume and Lindsay Isaac, “Malaysia Airlines Flight 17 was downed over eastern Ukraine by a Buk missile brought in from Russia to a pro-Russian area of eastern Ukraine, according to press conference with the head of the Dutch National Detective Force.” http://cnn.it/2cVDFPr

MAYBE THE HOME TEAM COULD USE A FEW MORE SCRIMMAGES: Via The Hill’s Scott Wong, Republican lawmakers are giving Trump bad performance reviews from Monday night’s debate. Yes, you read that right — Republican lawmakers. Example: “Trump got off to a good start, but it was obvious he wasn’t prepared,” one House Republican who publicly supports Trump told The Hill. “His performance was scattered. He didn’t drive home [questions about Clinton’s] honesty and missed great opportunities.” http://bit.ly/2df3w6P

DAT POST DEBATE BUMP: Hillary Clinton is leading Donald Trump by three points, 41 to 38 percent, according to a new poll. How we know it was the debate: Trump had a 1-point lead in the same poll before the debate. http://bit.ly/2dtjnS3

GETTING THE VERBAL AMMUNITION READY: Team Trump doesn’t think the debate will move the needle in the race for the White House. But TBQH, they have to say that. http://bit.ly/2cVDvaP

RATINGS ARE IN: 95 million people watched Monday’s debate on television and online, according to Nielsen. Broke the record: The previous record was 80.6 million in 1980 between Ronald Reagan and President Jimmy Carter. http://bit.ly/2cBryGt

NOW FOR THE FUN STUFF…:

Today is National “Drink a Beer” Day!

SOMETIMES IT FEELS LIKE WE HAVEN’T COME A LONG WAY. BUT SOMETIMES IT DOES: This 1985 newscast of skiers hating on snowboarders is so funny. “We try and keep them separated, but the snowboards come down the slopes and they’ll go right in between the skiers and we’ll kick them off — and they’ll just lip us off. And they’re dangerous because when these skateboards or skiboards or whatever they’re called hit a person, they’ll break their leg just like a missile!” http://bit.ly/2dr7OLq

IN THIS EDITION OF “OH COME ON AMERICA. DO BETTER!”: Jimmy Kimmel asked people in the street what they thought about the debate — before it actually happened. It’s so funny. http://bzfd.it/2cBnfLi

ANYONE REMEMBER THAT AMAZING-LOOKING CAKE FROM MATILDA?: Here’s a recipe for how to make that massive chocolate cake that Ms. Trenchbull made Bruce eat in the movie “Matilda.” Want! http://bit.ly/2dkF2XL

And because we could all use a pick-me-up, here’s a hedgehog getting a belly rub: http://bit.ly/2d4pnhr
